Regional Caucuses
REGIONAL CAUCUS RULES OF PROCEDURE
As specified by the ACCT Bylaws, each region shall, at a Regional Caucus held during the Annual Community College Leadership Congress, prior to the Senate Meeting, elect a Regional Director from that region to serve on the Board of Directors.
Meeting Logistics:
1. In order to vote, a voting delegate must wear her/his ACCT badge with “Voting Delegate” certification.
2. Candidates for Director-at-Large positions may be introduced individually within an organized group, may leave their campaign material in the caucus room, and may speak, but no longer than any other Director-at-Large candidate, at the discretion of the chair.
Voting Procedures:
1. The ACCT Regional Teller is responsible for distributing ballots to voting delegates, collecting ballots, counting ballots, and reporting results to the chair.
The Assistant Regional Teller and Sergeant-at-Arms help the Regional Teller with these responsibilities.
2. Positions to be elected:
a. Regional Director
Regional Director elections will take place in accordance with rules provided in the Bylaws:
1. A majority of ballots cast is necessary for election as Regional Director.
2. On any ballot, voting delegates may cast as many votes as there are positions to be filled.
3. On any ballot only one vote may be cast for a candidate.
4. If one or more candidates is/are elected on any ballot, then all remaining candidates shall continue to be eligible for election to any position remaining to be filled.
5. If no person is elected on any ballot, then the candidate receiving the lowest number of votes on that ballot shall be dropped before the next ballot.
b. Diversity Committee Member
As established by Board of Director Policy, the nomination procedures and rules for the election of Diversity Committee members shall follow those used for the election of Regional Directors:
1. A majority of ballots cast is necessary for election as Diversity Committee member.
2. On any ballot, voting delegates may cast as many votes as there are positions to be filled.
3. On any ballot only one vote may be cast for a candidate.
4. If one or more candidates is/are elected on any ballot, then all remaining candidates shall continue to be eligible for election to any position remaining to be filled.
5. If no person is elected on any ballot, then the candidate receiving the lowest number of votes on that ballot shall be dropped before the next ballot.
c. Regional Nominating Committee Members:
Each Regional Nominating Committee shall be composed of five members. Each Regional Nominating Committee is responsible for the nomination of Directors of the Association and Diversity Committee members.
The following rules and regulations regarding the eligibility and election of Regional Nominating Committee members shall be followed.
Election:
1. Regional Nominating Committee members shall be elected at their respective Regional Caucus held during the Annual Community College Leadership Congress of the Association.
2. If two or more members are nominated from one state, the nominee receiving the highest number of votes from that state shall be eligible for election.
3. The nominees receiving the highest number of votes shall be elected to a two-year term.
Eligibility:
Regional Nominating Committee members must meet the following eligibility requirements:
1. A Regional Nominating Committee member must be a member of a Voting Member from that Region.
2. No more than one Regional Nominating Committee member shall be from the same state.
a. The respective regional chair shall fill vacancies with consideration given to filling the vacancy with a trustee from the same state as the committee member who vacated the position.
3. A member of the Board of Directors cannot serve as a member of a Regional Nominating Committee.
4. A Regional Nominating Committee member, in order to be considered for nomination to the Board of Directors or the Diversity Committee, must tender his/her resignation in writing to the regional chair. The resignation must be postmarked 30 days prior to the scheduled Regional Nominating Committee meeting.
Term of Office:
1. Regional Nominating Committee members shall serve for two years on staggered terms.
2. They may serve more than one term, but terms may not be consecutive.
Regional Nominating Committee Chair:
The chair of each Regional Nominating Committee shall be elected by the respective Regional Nominating Committee at the close of the Regional Caucus.
