Information on the Higher Education Act and Community College Priorities

Originally signed into law in 1965, the Higher Education Act (HEA) is the law that covers a broad swath of issues that we deal with, everything from federal financial aid to regulations and accreditation. The HEA has been revised or 'reauthorized' eight times, and is currently due for another reauthorization. 

In 2017 and 2018 Congress made several strides forward in the effort to reauthorize the HEA. The House Committee on Education and the Workforce and the Senate Committee on Health, Education, Labor, and Pensions have held several hearings on the HEA. 

On December 1, 2017, H.R. 4508, the Promoting Real Opportunity, Success, and Prosperity through Education Reform (PROSPER) Act was introduced in the U.S. House of Representatives by the chair of the House Committee on Education and the Workforce, Virginia Foxx (R-NC). The bill subsequently passed out of committee on a party line vote, and could be considered by the full House in 2018. The PROSPER Act contains numerous policy changes that would impact community colleges and students. It is important that community college leaders are aware of these proposals, and remain active in advocating on behalf of their institutions.
