Dr. G. Duncan Harris retired in 2025 after 30 years of service to public higher education in Connecticut.  His final role was serving as the CEO of the Capital Campus of Connecticut State Community College (formerly Capital Community College) in Hartford, CT, where he was responsible for the strategic direction and daily operations of the campus from 2018-2025.  Past roles include: chief student affairs and enrollment officer, associate dean of academic affairs, counselor and coordinator of academic affairs, and a host of interim roles of varying durations.

The Capital Campus hosts CT State’s largest nursing program and is known for its success in providing access to careers that disrupt cycles of poverty and equity gaps for its students, 74% of whom are Black and Hispanic. During his tenure, the campus received a $2.5 million/4-year Title V grant and a $5 million/4-year Strengthening Community Colleges grant, restored its manufacturing program after a 20-year hiatus, launched the Bridge to Morehouse and impactful mentoring programs, grew the Capital Foundation, and developed life changing workforce programs with The Travelers, Accenture, Pursuit Aerospace, and Eversource.  Dr. Harris is recognized as an expert in community college leadership, student success and retention, workforce program development, college-community partnerships, and takes pride in his role as a mentor/coach to many community college professionals.

Dr. Harris has served nobly on a number of state, regional and national higher education boards including the American Association of Community Colleges (AACC) Workforce and Economic Development and Diversity, Equity, and Inclusion Committees, was appointed by the governor of Connecticut, to serve on the New England Board of Higher Education (2020-2025), and has both led and participated on accreditation teams for the New England Commission on Higher Education (NECHE).  Economics and finance are areas of interest for Dr. Harris and for the past ten years, he has served as a director on the board of Windsor Federal Bank, chairing the Community Reinvestment Act (CRA) Committee and serving on the Audit and Technology Steering Committees.  He also serves on the advisory board of the University of Connecticut-College of Liberal Arts and Sciences (CLAS).  Past board service includes: the Wadsworth Athenaeum, Community Health Resources (chair), Capital Workforce Partners, the East Hartford Chamber of Commerce, and CT Foodshare. He has received many received awards for his contributions to the community, including the CT African American Affairs Man of the Year and the NAACP 100 Most Influential Blacks in CT Award.

He holds a Doctorate of Education from Nova Southeastern University, a Master of Science degree in counseling from Central CT State University, a Bachelor of Arts in economics from the University of Connecticut, and a certificate in Management and Leadership from Harvard University.  He currently resides in Windsor with his lovely wife of 24 years, Garcia, and is the proud father of three children, Jocelyn, a sixth-grade teacher, and two collegians, Grant and Grayson, both students at Hampton University.
